Anvil Studio is a popular program for making MIDI music on Windows. It supports recording audio too, but you have to pay for multitrack recording.
There's a free version available, and extra features can be unlocked by paying money. The free version works just fine.
They're still releasing 32-bit versions, which is exceedingly rare, and very nice if you don't have a fancy computer. Says is still supports Windows 7.
