VX Ace was made to be an enhanced version of RPG Maker VX, though preferences seem to be split on which is better. At this point MV and MZ and probably entirely an improvement unless you want to use Ruby for scripting.

There is a free version called RPG Maker VX Ace Lite. Games you make in this can be imported into VX Ace if you don't like the Lite version's restrictions.
