Wargame Construction Set is a series of programs for creating classic PC strategy games, though perhaps it's better to describe it as a tool for creating scenarios, rather than complete games. There's no ability to create your own graphics or units, for example, though you can design maps as you see fit. It's more like a level editor, in a sense.
