Perhaps it's best framed as a customisable fighting game. You can play it as a regular game if you want, but a key feature is the ability to build/customise your own characters. The graphics and moves are all pre-built, but you can change their colours, and decide which moves you want to use, and how you want to activate them.
The game was released only in Japan, but there is a translation patch available.
