Decker is a Hypermedia creation engine that runs on major OSes and browsers. It's clearly inspired by HyperCard, to the point of using 1-bit graphics. You can draw graphics, place functional doo-dads like buttons, and record audio. Action can be defined via the GUI, and there's a scripting language if you want to get fancy~
