Ink is an open-source, browser-based tool for making interactive fiction.

There's an official piece of software called Inky you can use to write you games, but otherwise any text editor will do. There's also a Unity plug-in if you want to integrate Ink games into there.

The developer's also make Inklewriter, a similar, easier to use version you use in a browser. Inklewriter games can be converter to Ink.
